Dr McGregor taught English in Victorian secondary schools for 20 years. He served for many years as an Inspector and Senior Curriculum Officer (English P-12) in the Victorian Education Department. He was chairperson of the Victorian State Secondary English Committee for 10 years.

Dr McGregor is the author of Working Together, The Collaborative English Classroom (Nelson), co-author of Telling the Whole Story (ACER), and keynote speaker and workshop leader at numerous state and national English conferences. He also represented Victoria on several national working parties on various aspects of English curriculum.
